I read this article “Numbers of young scientists declining in Japan”, which I found in this link:

I concluded that:

Government policies play an important role in putting the squeeze on the younger researchers either to leave their universities or to get more opportunities for work. When government gives more funding for research and support universities, younger researchers will get more opportunities to work. Read this article for more details.

In Libya, former government forced a lot of educated people to leave home. Those people seeking for finding a place where they can work, study, and live freely.  I think it is not good when government has authority on making decision that has an impact on the education system. Also, that plays a role in the quality of education. I

I hope everything will be better than before in Libya and quality of education get better.
